A celebration of life service for Mrs. Rhonda Eugenia Carr who passed on February 19, 2026, in Panama City, Florida will be held on Saturday, March 7, 2026, at 11:00 a.m. at St. John Cathedral, 3401 E. 25th Avenue, (3401 Bishop Eddie Newkirk Way), Tampa, Florida 33605, Senior Pastor Dwight Newkirk with Rev. LaTonya Watson Woodruff, Officiating. There will be a viewing on Friday, March 6, 2026, from 3:00 - 8:00 p.m. at Wilson Funeral Home, 3000 N. 29th Street, Tampa, Florida. Interment will follow at Rest Haven Memorial Park Cemetery, 4615 E. Hanna Avenue, Tampa, Florida 33610.
Rhonda Eugenia Carr was born in Tampa, Florida on March 17, 1964, to Ulysses Brooks and the late Mrs. Dorothy Cook-Dukes. As a dedicated military spouse, she traveled the world with grace and resilience. From different coasts to distant lands, she turned every new house into a warm home. Her strength was the foundation of our family’s journey, navigating the challenges of military life with unwavering support and a courageous spirit.
More than anything, she was a mother who led by example. She was deeply committed to her children, instilling in them the values of responsibility, integrity, and a "family first" persona. Her children are her greatest legacy, carrying forward the lessons of love and loyalty she taught them every day.
She is survived by her best friend, loving and dedicated husband, Dr. Charlie Carr, Jr. with whom she shared a lifetime of memories, laughter, and an unbreakable bond of friendship and love. She was a proud and nurturing mother who poured her heart into her children, Marquis A. Bell and his wife, Sasha Bell (daughter-in-law), Charles C. Carr, II and his wife, Grace Carr (daughter-in-law) and Ms. Cheridan B. Carr (daughter). Her greatest joy and the lights of her life, her grandchildren, Zionah Bell, Nekhali Bell, Amara Bell and Aziah Bell. Mrs. Carr is also survived by father, Ulysses Brooks; her siblings, Shannon Brooks (sister), Ulysses Brooks (brother), Shawn Crawley (sister) and Clarence Crawley, Jr. (brother) and her many other brothers and sisters whose lives she touched. A host of aunts and uncles who provided wisdom and guidance throughout her life. Numerous nieces and nephews who she adored and cheered for at every milestone. A wide circle of cousins who were her first friends and lifelong companions and an endless host of close relatives and friends. I offer my deepest and sincere condolences to the family. Although we were both from Tampa, meeting Rhonda in England in 1991 was and has been such a pleasure. Rhonda kept a smile on faces! Her wit was superb and her laughter, contagious! I kept encouraging her to share her voice with the world because she was such a blessed songbird. She held her family in such high esteem and was dedicated to her family with all her being.
She spoke of her children and grandchildren with such love and pride. She did all she could do and gave all of herself to her immediate and extended family. She loved with everything in her and it was a blessing to have her as a true friend. I love you, Rhonda, I will miss you.
I pray God’s peace and comfort engulfs the family and the memories of her put smiles on your faces as you celebrate her life and remember her love for you.
