Born July 31, 1951 in Hampton, Virginia to late parents, Lois Scott Pigford and Winston Sparrow, Paul dedicated his life to family, friends, faith, education and work. Paul was a longtime resident of Alexandria, Virginia, and member of Covenant Baptist United Church of Christ in Washington, DC. A Redskins/Commanders season ticketholder and lifelong super fan, Paul loved attending games and cheering for his football team! Paul enjoyed music and amassed an extensive album collection. While attending Virginia State, Paul met Rusty Chambliss, his best friend for more than 50 years. Paul left Virginia State and later attended Strayer University. While studying at Strayer, Paul maintained a 4.0 GPA and entered its Honors program. From Strayer, Paul earned bachelor's and master's degrees in business administration. Throughout his 30+ year career with the Fairfax County Department of Family Services, Paul served as Senior Management Analyst and Senior Site Manager, retiring from the beloved agency earlier in 2025. In retirement, Paul embraced a quieter life, spending his days with his fur baby, Charlie. Paul was a member of a 12 Step program with 36 years clean.
