The following is the biography Lowry wrote:
"I acquired the Arthur from my great grandfather and the Lowry from my mother, her maiden name.
I graduated from D-B in '49 from ETSU in '53. I worked the 2nd shift at Mason Dixon truck lines as a bill Clerk. These were crowded years. I worked 48 hours a week and went to school full time. And most importantly started dating Willa who was a neighbor. On our first date we went to a movie then Forrest Grill for a hamburger. I never dated anyone else, and we were married June 29th,1951. We were married for 66 years and have two daughters, Janet and Julie, the loves of our lives. The major loss in my life was losing my wife. She was a wonderful wife, and we enjoyed a great life together.
I received my draft notice the day I graduated from ETSU, and I served 2 years in the Amy Audit Agency stationed at Milan, TN arsenal. Upon discharge I returned home and accepted a job at Mason and Dixon as a cost accountant. My last position was as Director of Information Services. I completed 35 years of service there.
After Mason and Dixon, I served as Regional Controller at East TN Breathing. I was then offered the position of Budget Officer for Sullivan County and I served there for two years. I was offered the position of Finance Officer with the City of Kingsport and served there for six years and then retired. After a couple of years in retirement I decided to run for alderman and was elected. I served 4 years and declined to run again.
The time between Mason and Dixon folding and the job offer at East TN Breathing were very stressful. But the Lord looked after us and I never missed a day's work. The call offering me the job at East TN Breathing was God-sent.
I was raised a Christian and attended Church and Sunday School at 1st Presbyterian. Once I was released from the Army, Willa and I moved into our home on Warpath, and we began attending Bethel Presbyterian Church. We joined the church then headed by James Tubbs. We have been members ever since. I have been fortunate to have served as a deacon and elder. I have taught Sunday school, a position I enjoyed most of all. I also made a Joyful noise in the choir. I have been watched over and protected my entire life, most notably when Mason and Dixon failed and during several sicknesses again most notably when I had a stroke in 2022. I am grateful for the training and guidance Bethel Presbyterian Church has provided me and my family."
He was preceded in death by his wife of 66 years, Willa Miller Doggett and sister, Betty Jo Edmundson.
Those left to cherish his memory are his daughters, Janet LaFleur and husband, Larry and Julie Vaughn and husband, Tim, grandchildren; Ashley Cullen and husband, Ryan, Courtney Foster and Kelly Vaughn and wife, Alyssa; great grandchildren, Stella, Samuel, Virginia Grace, Elisha, Cruz, Evangeline Ray, Eden, Henry, Avery and Shaw.
In lieu of flowers, memorial contributions may be made to Bethel Presbyterian Church, 1593 Warpath Dr., Kingsport, TN 37664.
The family would like to extend a sincere thank you to the Medical Staff and volunteers at Ballad Cancer Care, to Dr. David Franzus and the nurses, and to the nurses of Amedisys Hospice for their care and compassion.

Heaven celebrates as Arthur is now with Willa.
Arthur Doggett family were the founders of Kingsport. Before "Old Kingsport" The boatyard area
The Doggetts along with Gilbert Christian established Reedy Creek Settlement. This was at the eastern end of what is now Arcadia. The early families were not able to come closer to Long Island due to the treaty that forbade them from being within 8 miles of The Cherokee Nation.
Arthur and I had many talks about the Doggett family history. I miss him so. I am comforted by the fact he is with his beloved Willa.
