SCOTT COUNTY, VA - Billy Jack Frazier, age 93, passed away on March 8, 2026. A lifelong resident of Scott County, VA Billy Jack lived the kind of life that does not always make headlines but leaves a lasting mark on everyone who knew him. He was a hardworking man who showed his care by simply being there – showing up when needed, lending a hand, sharing a laugh, or offering quiet support. He was a steady and ever-present part of the lives of those around him.
For 63 years, Billy Jack shared a loving marriage with his wife, Norma Lee. Their life together was built on faith, hard work, and a deep devotion to one another. Their home was a place of warmth and welcome, their partnership was an example of loyalty, love, and commitment to all who knew them.
Billy Jack began his working career in maintenance at Kingsport Press before co-founding Frazier and Mann Fuel Oil CO. Inc., with his partner, Jimmy Mann. Through that business, he helped keep homes warm across the community for thirty years. Delivering not only fuel, but also friendship and reliability to the families he served. He also spent many years driving a school bus for the Scott County School District; where he safely carried generations of children to and from school.
A lifelong cattle farmer and former tobacco farmer, Billy Jack loved working the land, caring for hay and cattle, and tending the farm that meant so much to him. His farm was recognized as a Virginia Century Farm, a testament to generations of dedication to the land. The farmhouse also served as a gathering place for friends, where many stories were shared and more than a few tall tales were told.
It would be difficult to list all of Billy Jack's involvements, achievements, and hobbies. What is certain is that he spent 93 years living a life well lived and was loved by many.
Billy Jack was a member of Holston View United Methodist Church, and in later years, he attended Meade's Chapel. He was a devoted fan of Twin Springs High School basketball and was proud to have a seat on the bleachers dedicated in his honor. He was a sixty plus year member of Catlett Lodge #35 and a Jericho Shriner.
He was preceded in death by his parents, Hobert and Vivian Frazier; his beloved wife, Norma Lee; his brother, Harold Frasier; his sister, JoAnn Vicars; his niece, Robin McConnell; and great niece, Baylie Light. Those left to cherish his memory are his grandchildren, Jessica Logan (Travis), Grace White, Case Logan, Wyatt Logan, and Huxston Snelson; nieces, Angela White, Linda Compton, and Jodie Light (Sean); nephews, Darrell McConnell, Gary Frasier (Sherrie), Darrell McConnell Jr., Terry Vicars, and Jackson Light; and special sisters-in-law, Shirley Vicars, and Mildred Vicars; and many loving family members and friends.
Billy Jack will be remembered for the steady way he lived his life – with kindness, humility, and a willingness to help anyone in need. Whether on the farm, behind the wheel of a school bus, delivering fuel, or sitting on the bleachers cheering on the home team, he was a familiar and comforting presence to many. His life was rooted in faith, family, friendship, and hard work; the example he set will live on the in the hearts of those who knew and loved him. He will be deeply missed and forever remembered.
The family will receive friends on Thursday, March 12, 2026, from 5:00 pm to 8:00 pm at Scott County Funeral Home Weber City. A graveside service will be held on Friday, March 13, 2026, at 11:00am with Pastors Henry Meade and Travis Stapleton officiating. Those wishing to attend the graveside service are asked to meet at the cemetery at 10:45 am.
